"Six month plan" established for Hasanistan

The Hasani government, under the temporary leadership of the provisional head of state Hasan Çakar, has announced a "six month plan" to stabilize Hasanistan following its recent secession from Nedlando-Khorashan and the other destabilizing events of this year. The plan has been created to set a structured calendar and guide for the temporary Hasani government to follow until all possible elections for the first electoral season are finished.
For this month, the main priority is organizing and conducting a new census. The last census within Hasanistan was held earlier this year when Hasanistan was still part of Pavlov. The census itself shall not be published to protect the privacy of Hasanistan's citizens.
Following the completion of the census, the next priorities are the establishment of the necessary institutions to help organize fair and free elections. The temporary government shall only establish organizations relating to electoral matters and will leave the establishment of other institutions to the elected government.
Elections in themselves shall be held in a time-frame between December and February, with the possibility of being held earlier in late November. A presidential election shall not be held until December, although holding them in 2018 is preferred as Hasanistan has already held an election for its president earlier this year during Hasanistan's temporary independence before joining Khorashan. The date of other elections, legislative and local, is undecided as their are discussions over whether they should be held before or after the presidential election. The new Constitution requires that the selection of a Prime Minister by the President, thus requiring the legislative elections to be held after presidential elections.
The registration of political parties is also going to be permitted from this moment. All parties that have previously existed before Hasanistan joined either Khorashan or Pavlov are permitted to be re-established, although there have been talks of interest in the establishment of new parties.
It should be noted that the elections depend on the results of the census and if Hasanistan does not have enough citizens for suitable legislative and local elections to occur, as happened earlier this year, than elections for the legislature and the government of the Federal Subjects' shall be postponed.
The updating of the Hasani government website, HasanistanPedia and any data is also required to be updated. Hasanistan shall also recontact nations it had signed treaties with following the collapse of Pavlov and even before it joined Pavlov and shall also contact the successor states of Pavlov and Nedlando-Khorashan in regards to re-establishing diplomatic relations.
Finally, there are plans in 2018 to hold an "independence referendum". Although Hasanistan declared its independence in 2011, the secession from Kazakhstan and Kyrgyzstan was rather quite and could be possibly considered "unprofessional". Thus, if this vote is held and a potential pro-independence campaign succeeds, Hasanistan will officially send a declaration of independence to the respective embassies of Kazakhstan, Kyrgyzstan, Bahrain and Algeria. It should be noted that this referendum is highly speculative and there are still doubts about it.
