Hasanistan transforms into Monarchy; Iskender Karapavlovic becomes Shahanshah

Hasanistan has adopted a new constitution, transforming the nation from a republic into a constitutional monarchy and reinstating former Shah during the Pavlovian period and the incumbent Sovereign Prince of Montescano Dionisiy Karapavlovic on the throne as the Shahanshah of Hasanistan. The constitution declares that the House of Karapavlovic shall be the ruling dynasty with its head serving as the Shahanshah. The Shahanshah will be the head of state but mostly hold a ceremonial role to preserve the rule of law and respect for the constitutional system.
Meanwhile, the Hasani political system has also been changed with the country embracing a parliamentary system. The Hasani Congress and Supreme Council in the previous constitution shall be replaced with the Mejlis and the Divan, the former as the legislature and the latter as the executive branch. The office of head of government shall be the Prime Minister, with now-former President Hasan Çakar to serve as the inaugural Prime Minister under the new system. The elections planned under the Republic shall still happen to elect representatives within the new Mejlis legislature, scheduled for February 2020. A provisional government under Çakar shall rule until then.
Federalism has been abolished in favour of a unitary state, although Ardajan and Sridjina have been declared crown dependencies with self-governance and local governments have the power to pass their own bye-laws. The administrative subdivision system has been established as a three-level system: vilayets, eyalets and sanjaks. Vilayets shall be the highest-level of subdivision and represent geographical regions, eyalets shall be the replacement of the Federal Subjects (primates), while sanjaks shall be the lowest level representing municipalities.
In addition, a system of nobility has been created by the constitution which shall be allocated by the Shahanshah with recommendations from the Prime Minister. The titles of landed nobility shall be Khans (heads of vilayets), Beylerbeys (heads of eyalets) and Beys (heads of sanjaks). Other noble statuses include Tarkan and peerages. Nobles shall be appointed soon.
The new Shahanshah  himself issued the following statement to the Hasani people:
"We are happy to announce that in cooperation with Hasan Çakar, We have been reestablished to our Throne of Hasanistan. Right now we are working hard in transitioning to our new system of governance and are appointing landed nobles to the Sankjaks and Eyalets. As was earlier announced by Hasan Çakar we are still planning on holding the elections in Febraury 2020."
Despite the constitutional changes, the rights of the Hasani people have not been changed and all the rights granted by the previous constitution shall be granted by the new constitution. Thus the citizenry shall see no significant changes on their day-to-day lives. This new constitution
Following the decision, Hasanistan has also acceded to the Pavlovian Union. The Pavlovian Union is an organisation of former Pavlovian successor states. There had been plans to join the organisation under the republican period, although they never came to fruition.
